For all its activities, IPAN relies on a large dynamic network that reflects the interdisciplinary, international, and multi-scale challenge of developing integrated systems of holistic, human rights sensitive governance. It is uniquely and thoughtfully comprised of a youth-led team mentored and guided by experienced, reputed policy researchers. The International Policy Analysis Network has different categories of affiliation:
Steering Panel: IPAN operates under the direction of a Steering Panel which comprises of academicians, researchers and professionals of highest international reputation who take shared responsibility for the identification and development of research on particular analytical problems, crosscutting themes or flagship activities. The members, ‘Mentors’ of IPAN have high advisory discretion and research autonomy.

Executive Board: The logistical, financial and overall organisational functions are exercised by this group which comprises of IPAN’s founding members and others subsequently recruited for specific responsibilities. Members are appointed by IPAN President taking into account the requirements, experience, qualifications and potential to contribute to the organisation.

Senior Fellows: Senior Fellows are senior researchers, experienced professionals and faculty members who seek to link their own research projects with the broader themes and objectives of IPAN. They produce opinions, commentaries and papers. Senior Fellows are invited and appointed by the Executive Board (often recommended by Steering Panel members) taking into account their research background while striving for a geographical, disciplinary, and gender balance. Fellows: Fellows are mid-career or young professionals who undertake studies and researches on identified themes and areas; and produce regular articles/papers/commentaries. Fellows also assist/coordinate in other IPAN programmes. They are invited and appointed by the Executive Board considering the academic background and research potential. Research Coordinators: They manage and coordinate IPAN’s specific projects while supervising a team of Research Assistants. They are young, forward looking, and high potential university students from various institutions across the world. They are selected by the Executive Committee. Research Assistants: They are young university students willing to get involved in public policy research. They work under Research Coordinators. They are selected by the Executive Committee.
